The IRS has made a couple of small changes in how they interpretate
their rules. One of the effects of those changes has been MLMs file
both a 1099, and a form that shows estimated retail income with the IRS.
If you do not have reciepts showing what you sold, and when you sold it,
and an inventory that shows what you have on hand, the IRS assumes that
the "missing" inventory was sold as MSRP.

In an extremely round about way, the IRS is closing the doors on MLMs.
It won't be an overnight thing, and it won't ban them.
